Primary state of residence: the rule that decides everything
The compact follows the model nursing proved: your license lives in your home state, and the compact extends practice privileges to every member state. Like the nursing compact, eligibility will anchor to where you legally reside, not where you work.
The gap between "enacted" and "active" is real bureaucracy, not formality. The member states' commission must adopt rules, build the shared licensure data system, and set the multistate license fee before the first license issues. Until then, a compact state's cosmetology board processes your transfer exactly the way it did before the legislation passed.

The compact covers cosmetology licensure. Barbering is outside it, and coverage of specialty licenses depends on the commission's final rules — check cosmetologycompact.gov for the authoritative scope.
What should I do if I'm moving between two compact states right now?
Endorse the normal way — membership currently changes nothing. Your new state's hour requirements and exam rules apply exactly as they would have before the compact passed.
